Assistant Director - Research & Collective Bargaining
DUTIES: Under the direction of the Director, manages various department projects and programs and supervises staff. Oversees activities of online member networks in various sectors. Assesses activities of existing networks and recommends changes if needed. Coordinates with department staff in keeping content current. Markets networks to increase member participation. Evaluates the need for additional networks and coordinates with department staff. Manages the department’s safety and health program. Supervises staff including setting priorities and reviewing work. Works with AFSCME departments, other unions, and allies to recommend policy priorities, and develops and implements strategies to advance them. Produces and updates related material as needed. Oversees federal safety and health grant. Submits timely and accurate applications and reports. Monitors expenditures. Works with staff and affiliates to schedule and execute training activities, and coordinate with grant agency and sub-grantees. Oversees the work of part-time contract grant administrator. Initiates, plans and executes department projects as assigned, and based on knowledge of union’s needs, recommends new projects to the Director. For each project, sets goals and timetables, determines staff and budget needs and assembles and manages department staff. Prepares and monitors department budget, along with the Director and other managers. Assesses budget requirements based on spending experience and knowledge of goals and priorities. Monitors spending to assess need for budget revisions. Oversees other policy areas as needed. Performs other duties as assigned.
REQUIREMENTS: Graduation from an accredited four-year college or university with course work in labor relations, public policy, political science or liberal arts and relevant experience in labor, research, health and safety or any equivalent combination of education and experience. Knowledge of labor unions and AFSCME. Thorough knowledge of issues in public sector and publicly-funded services. Understanding of workplace health and safety issues. Ability to communicate effectively, orally and in writing. Ability to develop strategic work plans and manage programs, personnel and budget. Ability to coordinate multiple activities. Ability to establish and maintain effective work relationships, including networking with various advocacy and coalition groups. Ability to analyze situations and take appropriate course of action. Ability to organize work and supervise staff. This position reports to the Director of Research and Collective Bargaining Services and operates within an overall department work plan and departmental policies. Works under broad direction and keeps Director regularly apprised of developments during projects. Supervises assigned staff and recommends appropriate actions. Work is performed in an office environment. Extended hours and travel required. A valid driver’s license is required.
