DUTIES: Develops, implements and manages the programs that support the attainment of the political action objectives and fundraising goals of AFSCME.  Provides leadership support to the department operations and campaign activities.  Supervises the staff and makes decisions regarding the development of strategies to promote the PEOPLE program and ensures compliance with applicable fundraising laws, rules and regulations.  Manages the PEOPLE Program in carrying out these strategies; establishes contact with affiliates and locals and directs the establishment of PEOPLE committees and fundraising activities at the national and local levels.  Coordinates briefings at various affiliate gatherings, presents speeches at workshops, conferences, conventions, and seminars.  Represents AFSCME at various conferences and meetings for the purpose of promoting PEOPLE programs. Assesses, develops, implements and evaluates AFSCME’s fundraising drives and events at the national level by meeting with affiliates and council leaders.  Assigns and supervises the work of PEOPLE Coordinators ensuring their work is effective, timely and accurate.  Oversees the development and implementation of training programs.  Develops brochures, charts, publications, flyers, etc which inform and/or promotes the PEOPLE program.  Supervises and participates in all facets of AFSCME’s political action committee and incentive programs and oversees the establishment of state-wide PEOPLE Programs by assisting in the development and establishment of by-laws.  Oversees the development of PEOPLE Committees at the affiliate level by furnishing guidance on how to increase membership participation to promote members to be more politically active.  Ensures compliance with the federal, state and local campaign finance laws, rules and regulations.  Researches and proposes new methods of fundraising, including but not limited to internet fundraising.  Works with other departments such as Information Services and Member Services to implement a membership contribution tracking system.  Assesses and recommends programs and other external activities to promote and expand PEOPLE initiatives.  Meets with governors, mayors, city councils, state legislators, comptrollers, etc. to negotiate payroll deduction rights for AFSCME members.  Assists in the preparation of the biennial convention report and strategies for improving PEOPLE activities at the convention in the future.  In conjunction with the Department Director and other management staff, develops and maintains a network of information sharing among International, council and local leaders, supervises and assists in the department administrative functions such as budgeting and project administration.  Ensures AFSCME leaders are aware of AFSCME PEOPLE programs and initiatives.  Helps ensure compliance with 21st Century goals as adopted at the International Convention.  Recommends and implements department-wide policies and procedures. 

REQUIREMENTS: Graduation from an accredited four-year college or university with a degree in political science, communications, or public policy; seven (7) to ten (10) years of experience with at least seven (7) years of political/legislative or political fundraising experience, preferably within a labor union or advocacy environment or any equivalent combination of education and experience.  Thorough knowledge of the political and legislative processes to include federal and state election and campaign laws, congressional and state/local law making practices and procedures and both Federal and State campaign activities and finance laws.  Thorough knowledge of unions and their political action and fundraising activities.  Knowledge of effective organizing and developing committees for large groups of employees.  Ability to communicate effectively, orally and in writing.  Knowledge of all aspects of external communications including but not limited to paid media, direct mail, web communications, press and events and internet fundraising.  Ability to lead and supervise personnel towards position goals and to work within a deadline environment.
