This position is responsible for providing professional support to the Human Resources Department in the areas of HRIS, employment and document management.  The incumbent will assist in systems administration and user support maintenance with the ability to develop new reporting tools and debug software.  The position will also provide employment activities and provide research on a broad spectrum of topics as required in the performance of Human Resources activities.

DUTIES: Assists in HRIS systems administration, database maintenance, generic report generation, data maintenance and user support.  Acts as a back-up liaison to vendors.  Responds to simple ad hoc requests for information from the database.  Prints generic standardized reports on scheduled dates.  Generates information and analyses about the organization and its demographics, leave usage, succession analysis, pay structures, and other requested information.  Develops and maintains EEOC demographics from the database and assists with the AAP report statistics generation.  Assists in the production of automated personnel actions to process, audit data, print, and comply with any contractual obligations.  Develops spreadsheets from database exports, other pertinent information, and statistics in the analysis of organizational activities. Provides employment services to the organization.  Handles both permanent and temporary staffing.  Works with hiring officials to recruit qualified candidates and to determine appropriate selection processes.  Develops employment advertising for appropriate media and uses diverse recruiting resources.  Evaluates employment applications and resumes and maintains files.  Arranges for temporaries and other short-term employment.  Schedules interviews and follows-up with appropriate hiring official.  May structure and conduct interviews, gain references, and provide recommendations on candidate suitability.  Provides research in such areas as labor relations and salary administration.  Performs new employee orientation.  Works on employment-related projects and performs other related duties as assigned.  May be assigned to represent department on ad hoc committees such as Health & Safety, EAP, etc. May manage all leave policies to include Family Medical Leave and the Workers’ Compensation program. May manage the Employee Assistance Program.  Assist in HRIS database maintenance, generic report generation, data maintenance and user support.  Coordinates and organizes employee activities, i.e. Flu shots, Blood drives, Administrative Professional Day, etc.

REQUIREMENTS: Graduation from an accredited four-year college or university with course work in human resources management, public administration or business and five (5) to seven (7) years of experience in human resources or any combination of education and experience.  Thorough knowledge of personnel/human resources functions and programs. Working knowledge of Human Resource databases and the ability to run queries and reports. Thorough knowledge of the MS Office Suite – Word, Excel, Access and PowerPoint. Thorough knowledge of adult education techniques and practices. Ability to perform routine financial and statistical analyses using spreadsheet software. Must be a key relationship builder, demonstrating strong interpersonal and influencing skills at all levels, including the ability to be tactful and diplomatic. Ability to communicate effectively both orally and in writing. Must be a problem solver with excellent follow-through. Ability to conduct formal interviews and reference checks. Ability to maintain confidential information. Knowledge of federal and state labor/employment laws.  Ability to thoroughly comprehend and appropriately interpret union contracts and personnel policies. Ability to draft, update and write organizational policies. Ability to independently coordinate and organize routine and specialized projects with minimal supervision.  A valid driver’s license.  Travel and extended hours may be required.
