This position reports to the Director of Human Resources. Position is responsible for the administration of employee benefit programs covering AFSCME International Union and affiliate staff, including the supervision of professional and support staff in the day-to-day activities of all AFSCME-sponsored benefits programs. The assistant director may also assist with human resources projects and assignments as operationally required.

AFSCME's benefits programs include pension, salary savings, group life insurance, group health care (medical, dental, vision, prescription drugs), long and short-term disability, dependent care, and voluntary accidental death and dismemberment plan. In addition to the AFSCME's International staff, over 50 affiliated employers participate in one or more of the programs.

Duties: 

  • Oversees the day-to-day administration of benefits plans, including pension, 401(k) group life insurance, group health insurance, including medical, dental, vision, and prescription drug coverage, short and long-term disability, and accidental death and dismemberment.
  • Assures that all benefit plans are maintained and administered in accordance with Plan documents and IRS and DOL regulations.
  • Expedites delivery of benefits by establishing and maintaining working relationships with benefit providers. Serves as principal liaison with the insurance companies’ representatives in resolving claims and interpretation of provisions.
  • Directs preparation and distribution of information to participating employers and employees of benefits programs. Prepares and/or distributes updated policy descriptions. Resolves employee questions and problems including interpreting benefit policies and procedures.
  • Advises affiliates, makes on-site presentations, and prepares materials for distribution. Responds to affiliate or individual participant inquiries, either orally or in writing, regarding provisions of the various plans.
  • Oversees the maintenance of benefit records by developing recordkeeping systems and maintaining current information. Ensures the accuracy of reports, analyzes variances; ensures the reconciliation of accounts; initiates corrective actions as appropriate.
  • Assists in the review, selection and data migration into updated software and data management systems to improve efficiency and benefit administration and management.
  • Oversees and provides required documentation for the audits of the benefit plans by the outside CPA.
  • Serves as a liaison to the Pension Plan's general counsel, actuary, investment managers, and custodial bank. Participates in pension committee meetings. Oversees the preparation of all materials on issues to be submitted for review and approval by the Pension Committee.
  • Oversees the administration of the AFSCME Employees Salary Savings Plan. Plan and promotes the plan to employees and affiliates.
  • Responsible for filing all required government documents within established deadlines in consultation with legal and actuarial advisors.
  • Based on established objectives, oversees professional and support staff activities related to administration, record keeping and accounting of various benefits. Communicates priorities, assigns and evaluates tasks, and ensures completion in accordance with acceptable work standards.
  • Undertakes assigned projects. Researches the subject area, seeks out individuals and organizations knowledgeable in the field, develops feasibility options, and prepares reports with recommendations.
  • Studies trends and identifies potential issues affecting collective bargaining agreements. Alerts key management regarding costs and impact of modifications to particular benefit plans.  
  • Recommends benefits programs to management by studying trends and developments in benefits offered by other organizations.
  • Contributes to overall organizational objectives by accomplishing related results as needed.
  • Analyzes plan experience reports as provided by outside experts and makes recommendations.
  • Assists in obtaining and compiling data from affiliates to be used in non-discrimination, other testing and required plan filings.

Requirements

Education and Experience:

  • Bachelor’s degree in Accounting, Finance or directly related degree with additional professional certification or an advanced degree.
  • A minimum of seven (7) years’ experience in benefits administration and knowledge of federal, state, and local ERISA laws and regulations surrounding contributory benefit plans, including defined benefit, defined contribution, and health and welfare plans. CEBS certification and/or CPA desired.   
  • Knowledge and experience in the administration and management of pension, savings, and other employee benefit plans. Familiarity or experience working with labor unions or union plans desired.  
  • Strong technology skills, excellent interpersonal skills, confidentiality, discretion and tact and a strong work ethic. Ability to communicate effectively, both oral and written. 
  • Experience in the management and day-to-day supervision of professional and support staff efforts. 

Travel and Work Hours:

  • Work is performed in our office at AFSCME Headquarters.
  • Extended work hours and some travel may be required.
