This position is responsible for performing a wide variety of analyses involving collective bargaining issues or specialized issues; for providing assistance to affiliates during negotiations, impasse resolution proceedings, organizing campaigns and other union activities. Analyses may involve collective bargaining issues, fiscal and budgetary issues and/or the funding, regulatory and work environment of AFSCME members in the social services sector.


  • Conducts in-depth responses and studies upon request of affiliate and AFSCME staff. May involve developing new resource materials. Analyzes city, county, state and other budgets, to review of the fiscal condition and ability to pay and highlight areas for further questioning.
  • Documents analysis and recommendations and prepares appropriate exhibits.
  • Analyzes health and pension plan documents and actuarial reports in order to develop an appropriate response to employers, policy makers, and union leaders, staff and members.
  • Documents analysis and recommendations and prepares appropriate exhibits.
  • Analyzes state and federal legislative and regulatory initiatives in the social service field to determine their impact on AFSCME members and make recommendations.
  • Works with AFSCME affiliates on implementation of initiatives.
  • Serves as a negotiator or in an advisory capacity during negotiations.
  • Prepares and may present economic exhibits, information summaries, arguments and counter arguments, and testimony during impasse procedures.
  • May be asked to prepare and present testimony before city councils, county and state legislatures, and may deal with the press on issues.
  • Prepares materials for and conducts briefings and workshops at affiliate meetings and conferences covering key issues.
  • Serves as staff liaison to one or more advisory committees appointed by the President.
  • Reviews specific issues and concerns for the committee and helps develop programs to address their specific needs.
  • Serves as a staff resource to these committees, preparing meeting agendas and materials, following up on actions recommended, and drafting resolutions and recommendations.
  • May monitor one or more specialty issues or topics of importance to AFSCME.
  • Serves as the resource person in these areas for both affiliate and AFSCME staff. This means serving in an advisory role during negotiations and conducting workshops.
  • Writes occasional articles, manuals and fact sheets on various areas of concentration.


Education and Experience:

  • Graduation from an accredited four-year college or university, advanced degree desirable with course work in, depending on specific duties, economics, employee benefits, or labor relations; CEBS certification.
  • A minimum of (7) seven of related work experience or any equivalent combination of education and experience which provides the following knowledge, skills, and abilities.


  • Thorough knowledge of labor unions and organizing.
  • Thorough and advanced knowledge of economic principles.
  • Thorough knowledge of collective bargaining processes and issues.
  • Thorough knowledge of health and retirement benefit issues.
  • Ability to analyze, formulate plans, and develop solutions.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to conduct sound research and make logical conclusions.
  • Ability to formulate program strategies and respond to formal information requests.
  • Ability to perform advanced benefit plan design analysis.
  • Ability to lead projects.
  • Ability to develop curriculum and present effective training seminars.
  • Advanced skills in the use of personal computers, internet research, and database software.

Travel and work hours:

  • Travel and on occasion working extended hours or weekends may be required.
