Under direction of the Assistant Director of Political Action, Polling and the Assistant Polling Coordinator, coordinates and monitors the day-to-day computerized phone bank operations of the Sacramento, California Polling Center. Utilizes knowledge of political campaigns and telemarketing techniques to develop and implement Polling Center campaigns designed to encourage voting, participation in the legislative process and growth of the union, and data collection for opinion research. Position requires knowledge of political interviewing and survey research data collection technology and familiarity with maintaining compliance with FCC regulations, and FEC and state election and campaign laws.
Duties:
- Oversees all aspects of the phone bank operations in the Sacramento Polling Center, including planning, staffing and scheduling, and maintenance of the physical plant.
- Assists in the design and programming of polling instruments; assists in the analysis of data collection efforts and makes recommendations for improving data collection efforts. Research projects and campaigns to better equip the phoners with relevant and helpful information enabling them to provide more accurate answers to questions from respondents.
- Coordinates the work of part-time interviewers assigned to the phone bank. Selects and coordinates with temporary personnel agencies for the purpose of staffing the phone bank. Develops and implements training and performance standards for interviewing staff. Trains, measures productivity, disciplines and terminates interviewers.
- Maintains and coordinates the Sacramento Polling Center’s records for purposes of payroll, project account, campaign finance law compliance and telemarketing law compliance.
- Establishes and maintains effective working relationships with the staffing agencies that provide interviewing staff. Determines sustainable motivational/incentive programs to reduce attrition amongst phoners.
- Analyzes computerized telemarketing system, determines needs and requirements, maintains and updates software. Works with vendor’s technical support office and AFSCME Information Technology Department staff to maintain optimal system functionality.
- May work independently from the Assistant Director of Political Action, Polling and the Assistant Polling Coordinator as required by political campaign laws regulating Independent Expenditure campaigns. Works under direction and reports directly to Independent Expenditure Campaign Director as required by Independent Expenditure campaign laws.
- Monitors advanced operating procedures for the phone bank to include script development and polling analysis.
- Assists in the preparation of monthly activity and special reports and analyses as required.
- Performs related work as required.
Requirements:
Education and Experience
- A minimum of three (3) years’ related experience in political-oriented polling activities utilizing computer technology or any equivalent combination of education and experience which provides the following knowledge, skills and abilities.
- Knowledge of computerized political campaign telemarketing and public opinion polling technology and procedures.
- Some familiarity of computer programming and predictive dialing techniques used in accessing computerized data files and targeting specific audiences.
- Ability to direct and supervise the work of interviewing staff, including floor supervisors and staff training managers.
- Ability to organize and coordinate work activities.
- Ability to effectively communicate orally and in writing.
- Ability to work under pressure within tight deadlines.
- Ability to establish and maintain effective working relationships with fellow employees, the public, and other union officials.
Work hours
- May be required to work a variable schedule to include evenings, weekends and other unusual hours necessary for campaign and polling work.
