WHEREAS:
Executive Order 11246 was signed by President Johnson in 1965 to prohibit discrimination in the employment practices of companies contracting business with the federal government; and
WHEREAS:
In 1968, during the Nixon Administration, the Executive Order was revised to provide the use of goals, timetables and statistical measures to enhance the enforcement of the nondiscrimination guidelines; and
WHEREAS:
Executive Order 11246 does not call for the use of quotas; and
WHEREAS:
Currently, over $670 billion worth of federal business is contracted out to private companies, who must abide by the affirmative action provisions of their contracts in order to receive funding; and
WHEREAS:
Executive Order 11246 has been successful in improving minority representation and access to the companies doing business with the government; and
WHEREAS:
The Reagan Administration proposes to revise Executive Order 11246 by rescinding rules that require major government contractors to set numerical goals for hiring minorities and women.
THEREFORE BE IT RESOLVED:
That this 27th International Convention reaffirm its support for Executive Order 11246. The Order works and is even supported by most of the business community; and
BE IT FURTHER RESOLVED:
That AFSCME urge the Congress to pass legislation codifying the present regulatory provisions regarding the adoption of goals and timetables and the good-faith efforts required to meet the goals.
