WHEREAS:

The Congress of the United States, working with the President, is given by the U.S. Constitution the responsibility for setting spending levels and priorities; and

WHEREAS:

The Gramm-Rudman-Hollings law, which provides for automatic across-the-board cuts in certain spending programs, is tantamount to the abdication of that responsibility by Congress and the President; and

WHEREAS:

The Gramm-Rudman-Hollings Act is unbalanced in that it only reduces spending while totally exempting tax expenditures which disproportionately benefit upper-income individuals and large corporations; and

WHEREAS:

The Gramm-Rudman-Hollings Act has already reduced aid to state and local governments by $2 billion and could further reduce such aid by $7 billion on October 15, 1986; and

WHEREAS:

The Gramm-Rudman-Hollings Act mandates arbitrary deficit totals with little regard for economic conditions, increasing the chances for a prolonged and severe recession.

THEREFORE BE IT RESOLVED:

That this 27th International Convention urge repeal of the Gramm-Rudman-Hollings Act.
