WHEREAS:

Union membership nationally is declining; and

WHEREAS:

The American Federation of State, County and Municipal Employees union membership has been increasing but at a rate below that which is desirable; and

WHEREAS:

The effects of Gramm-Rudman are starting to have a negative impact on our membership attempts.

THEREFORE BE IT RESOLVED:

The AFSCME begin some nationally thrusted efforts in the area of organizing; and

BE IT FURTHER RESOLVED:

That when AFSCME is doing regional or national media advertising on TV, radio and newspapers, every effort will be made to inform local officers of their plans well in advance; and

BE IT FURTHER RESOLVED:

That media plans might include specific weeks of either regional and national ads which could be done on an annual basis so that local AFSCME organizations could be encouraged to coordinate their local organizing plans.
