WHEREAS:

The specter of privatization is a threat to every public sector job in America; and

WHEREAS:

Privatization is the runaway shop of the public sector; and

WHEREAS:

It has been and continues to be the position of AFSCME to oppose privatization; and

WHEREAS:

The utilization of poorly paid, non-union employees by private contractors exploits these employees, and threatens public sector jobs; and

WHEREAS:

It has been and continues to be the position of AFSCME to organize the unorganized; and

WHEREAS:

Organizing these exploited workers would serve the dual purpose of procuring economic justice for then while diminishing the attractiveness to public employers of privatization as a low cost alternative to public sector employment.

THEREFORE BE IT RESOLVED:

That in appropriate situations, AFSCME councils and locals work in conjunction with the International Union to develop lists of private contractors and collect pertinent information about such contractors in order to plan campaigns to organize the employees of these contractors.

BE IT FINALLY RESOLVED:

That where warranted, specific programs be developed carry out such organizing campaigns and that the success of such campaigns be publicized.
