WHEREAS:
The labor movement has always been a leader in fighting social problems through action and not just through the written or spoken word; and
WHEREAS:
Substance abuse devastates the abuser, the abuser's family and friends, and the community; and
WHEREAS:
While there are numerous worthwhile education and voluntary action anti-substance abuse programs, these programs alone cannot sufficiently address the problem.
THEREFORE BE IT RESOLVED:
AFSCME urges its affiliates to participate in programs whose goal is to stem the tide of a pro-drug culture; and
BE IT FURTHER RESOLVED:
That AFSCME urges its affiliates to support full funding of medical and self-help programs that provide counseling and treatment to those who seek assistance in overcoming substance abuse; and
BE IT FINALLY RESOLVED:
That AFSCME urge Congress to take action to cut off the importation of drugs into the United States.
