WHEREAS:
AFSCME has taken a leading role in reducing unnecessary competition between unions in organizing drives by supporting the implementation of the Organizing Responsibilities Procedure of the AFL-CIO; and
WHEREAS:
The AFL-CIO has adopted that procedure as Article XXI of the AFL-CIO Constitution, thus helping to eliminate many unnecessary confrontations between brother and sister unionists, and helping to increase the chances for victorious organizing campaigns; and
WHEREAS:
State and local AFL-CIO bodies often have established "Organizing Cooperatives" to further reduce organizing competition and to increase inter-union cooperation: and
WHEREAS:
AFSCME has participated in many Organizing Cooperatives and has found that these committees can improve communications between unions, and can help the labor movement move forward to organize all unorganized workers.
THEREFORE BE IT RESOLVED:
That AFSCME encourage the development and participation in state and local AFL-CIO Organizing Cooperatives.
