Prison Overcrowding

WHEREAS:

The United States of America is in a prison overcrowding crisis within federal, state, county and city jails with prisons which are overcrowded beyond reasonable capacities; and

WHEREAS:

Overcrowded, understaffed prisons with inadequate facilities and work/treatment programs are a serious threat to staff, inmates and American society; and

WHEREAS:

Overcrowded prison conditions are counter-productive to the goals of imprisonment in America.

THEREFORE BE IT RESOLVED:

That AFSCME International actively lobby, litigate, and organize efforts within Administrative, Judicial, and Legislative governmental authorities to develop specific and reasonable staffing, and work/treatment programs with proportionate ratios to inmates and prison facilities at all levels of prisons, nationwide, in coordination with the AFSCME Corrections Employees Advisory Committee; and

BE IT FURTHER RESOLVED:

That AFSCME International report its findings, progress, and recommendations to all AFSCME Prison Local Union affiliates nationwide, and to all Administrative, Legislative, and Judicial government authorities nationwide.
