WHEREAS:
any AFSCME bargaining units are still in "open-shop" situations, with significant numbers of non-members; and
WHEREAS:
The International Union has supported successful internal organizing campaigns, utilizing strategies aimed at building strength in numbers, appeals based on member-only benefits, and every kind of communication strategy; and
WHEREAS:
AFSCME continues to encourage (the pursuit of) internal organizing as a priority.
THEREFORE BE IT RESOLVED:
That AFSCME will support internal organizing in existing bargaining units both through strength-in-numbers campaigns and through member-only benefits; and
BE IT FINALLY RESOLVED:
That AFSCME will develop the knowledge and wherewithal to assist in fair share or agency fee-payer conversion efforts.
