WHEREAS:

Physical assaults by inmates against corrections employees present a constant threat to the lives and health of corrections employees; and

WHEREAS:

Inmates frequently throw body fluids and feces which can transmit infectious diseases at corrections employees; and

WHEREAS:

Such assaults on corrections employees are usually a result of understaffing and overcrowding within correctional institutions; and

WHEREAS:

Such conduct by inmates violates the fundamental right of corrections employees to work in a safe environment and to be treated with dignity, respect and without undue interference from inmates.

THEREFORE BE IT RESOLVED:

That this International Convention affirms its commitment to the basic and fundamental rights of corrections employees to work in a safe environment where every possible precaution is taken to prevent the danger of inmate assaults; and

BE IT FURTHER RESOLVED:

That the International Union and its affiliated councils and locals encourage the punishment of inmates who assault corrections employees to the fullest extent possible under existing statutes and regulations; and

BE IT FURTHER RESOLVED:

That the International Union and its affiliated councils and locals support legislation that makes it a criminal offense for an inmate to assault corrections employees, including throwing bodily fluids or feces at them; and

BE IT FINALLY RESOLVED:

That the International Union and its affiliated councils and locals support legislation and regulations requiring that adequate staff be provided to prevent physical assaults on corrections employees.
