Employment Services

Resolution No. 48

WHEREAS:

            Dislocated workers and other jobseekers are increasingly in need of high quality services and resources to help them find jobs and acquire the skills needed for good jobs; and

WHEREAS:

            After more than a decade of neglect and underfunding, U.S. employment and training programs are fragmented, uncoordinated and inadequate; and

WHEREAS:

            Despite this neglect, in several states Employment Service workers and their unions have participated in the development of model programs including one­stop centers offering multiple services, user-friendly self-help computer programs and other innovative services; and

WHEREAS:

            The Clinton Administration has introduced the Reemployment Act of 1994 which focuses attention on the needs of the nation's current and future workforce, but does not go far enough in developing a high quality public employment and training system.

THEREFORE BE IT RESOLVED:

            That AFSCME International urge the White House and the Congress to fully fund the Employment Service in its vital work, ensure adequate benefit levels for recipients, develop a world-class national labor exchange, and coordinate the various workforce development programs and services through the Employment Service to better meet the needs of jobseekers and employers.
