WHEREAS:
The condition of our nation's public infrastructure, including our roads, bridges, and municipal water systems, is deteriorating rapidly, which has a direct and negative impact on the quality of our daily lives; and
WHEREAS:
The level of our investment in public infrastructure improvements is the lowest of any major industrialized nation; and
WHEREAS:
Increased investment in public infrastructure projects would promote increased health and safety for all Americans, make the private sector economy more efficient and promote productivity growth, economic growth and employment; and
WHEREAS:
The dedicated airline ticket tax, which expired December 31, 1995, provided dedicated revenues for airport improvements.
THEREFORE BE IT RESOLVED:
That AFSCME urge the American people, the federal government, states and local governments to support an immediate and measurable increase in the level of public resources dedicated to improving the public infrastructure; and
BE IT FURTHER RESOLVED:
That AFSCME supports policies to promote the full expenditure of dedicated trust fund revenues at the federal and state level for the public infrastructure projects for which they were established; and
BE IT FINALLY RESOLVED:
That AFSCME supports the immediate restoration of the dedicated airline ticket tax which provides vital funding to expand and improve the quality and efficiency of our nation?s airports.
