WHEREAS:

The inability of health care providers, in particular physicians at this time to acquire affordable professional liability insurance is an urgent national problem, inasmuch as private insurers are increasingly reluctant to assume this responsibility, threatening their capacity to deliver accessible, affordable and high quality health care; and

WHEREAS:

The federal government has the resources to alleviate this crisis by creating a stable, uniform national professional liability insurance program comparable to such entities that exist on the state level that can standardize such parameters as coverage requirement, occurrence vs. claims-made, etc.

THEREFORE BE IT RESOLVED:

That AFSCME supports passage of legislation that will allow the federal government to provide stable, uniform, health care providers' liability insurance.
