WHEREAS:
Voter identification programs are being promoted as necessary to combat voter fraud; and
WHEREAS: 
Low-income people and senior citizens would be  disproportionately affected by the requirement for a Voter ID because  they are less likely to have a valid driver’s license or state-issued  ID, and it is harder for them to get one; and
WHEREAS: 
Voter ID will do nothing to improve our election system  and ensure that every vote counts.  Voter ID will not prevent any fraud  from occurring. A photo ID is not definitive proof of address, nor does  it definitively provide other relevant information; and
WHEREAS: 
Voting is a right, not a privilege.  It is for everybody, not only the few and fortunate.
THEREFORE BE IT RESOLVED: 
That the International Union and affiliates vigorously oppose any and all forms of Voter ID legislation across the country; and
BE IT FURTHER RESOLVED:
That the International Union, along with  its councils, locals and retiree chapters, will work to ensure fairness  in the election process and make sure that every vote counts.
