Improving Data Infrastructure

WHEREAS:

            One of AFSCME’s stated goals is the establishment of a culture of activism throughout the union to ensure that all members and leaders are informed about the union's activities and committed to growing our union’s strength; and

WHEREAS:

            Activism and outreach are based upon access to accurate and timely information regarding our members; and

WHEREAS:

            Improved data infrastructure is the strategic asset that permits the effective management of the information used to improve communication with, and provide better service to, our members; and

WHEREAS:

            The data contained in the national union’s membership system is furnished by AFSCME affiliates; and

WHEREAS:

            Employer data on which affiliates rely for their membership systems is often inaccurate and limited, and many employers are even reluctant to provide the union with access to meaningful data; and

WHEREAS:

            All data from the affiliates should be quickly and accurately incorporated into the International Union’s membership system (Enterprise), augmented and made available to affiliates via Enterprise and AFSCME’s  outreach database (the VAN).

THEREFORE BE IT RESOLVED:

            That the International Union will continue to improve AFSCME’s Enterprise and VAN databases and revise its membership database to gather and process expanded information on individual members in a timely manner, which includes but is not limited to: (1) job-related information, including bargaining unit and job class; (2) worksite information, including worksite address; and

BE IT FURTHER RESOLVED:

            That all AFSCME affiliates will maintain and provide the International Union with accurate and timely data to fulfill the expanded data requirements; and

BE IT FURTHER RESOLVED:

            That the International Union will continue to improve the speed and accuracy of processing membership data concerning PEOPLE PAC contributions; and

BE IT FURTHER RESOLVED:

            That the International Union will regularly transmit all gathered membership information to the VAN database and make each affiliate’s membership data available to it; and

BE IT FINALLY RESOLVED:

           That all major AFSCME affiliates are encouraged to actively secure and maintain accurate, automated systems, to regularly transmit membership and officer data to the International Union, and to negotiate with their employers to secure as much pertinent information as possible on their members.
