WHEREAS:
Mayor Sensenbrenner of Madison, Wisconsin, has proposed in his 1987 budget to lay off 49 crossing guards represented by AFSCME Local 60 and to contract out this important service; and,
WHEREAS:
The contracting out of public services has been shown time and again to be contrary to the best interests of the public, to be more expensive to taxpayers in the long run, and too often an expensive payoff for political favors.
NOW THEREFORE BE IT RESOLVED THAT:
AFSCME reaffirm its opposition to contracting out of public services, recognizing it for what it is — a method of cutting workers' wages and working conditions under the guise of economy; and,
BE IT FURTHER RESOLVED THAT:
AFSCME's position on contracting out in principle, and on this particular proposal specifically, be brought to Mayor Sensenbrenner's attention with an urgent request that he reconsider his misguided proposal.
