WHEREAS:
Employer sanctions for the hiring of undocumented workers, as provided for in the 1986 Immigration Reform and Control Act (IRCA), have been proven ineffective in its stated objectives, and
WHEREAS:
This ineffectiveness has been documented in studies by, among others, the Government Accounting Office, Equal Rights Advocates, and the Los Angeles County Federation of Labor, and
WHEREAS:
These same studies have found these sanctions are a source of discrimination against individuals based on their physical appearance and national origin and that this has been supported by the findings of Senator Kennedy's Senate Subcommittee on Immigration and Refugee Affairs;
THEREFORE BE IT RESOLVED:
That AFSCME join the growing number of unions and State and Local Central Bodies calling for changes in the Act; and
BE IT FINALLY RESOLVED:
That the AFSCME International Executive Board support efforts for repeal of the current employer sanctions.
