WHEREAS:

The problems of waste disposal have become a major environmental hazard to the public, including AFSCME members and their families; and

WHEREAS:

Comprehensive recycling programs have been demonstrated to provide the most environmentally sound method of waste disposal and can be implemented through existing governmental structures in which AFSCME members are normally employed; and

WHEREAS:

Various private interests and corporations continue to pressure municipal and local governments to implement costly and potentially hazardous plans for incineration of waste.

THEREFORE BE IT RESOLVED:

That before committing to costly and potentially hazardous incineration facilities, municipal and local governments develop and test comprehensive recycling programs, including their own consumption and marketing of recycled products.
