Elimination/Privatization of Veterans Employment Services

WHEREAS:

Historically, Congress has recognized the sacrifices made by this country's veterans in various ways as it pertains to employment and training; and

WHEREAS:

The Wagner-Peyser Act was passed in 1933 which established the Employment Services with "special provisions" for veterans included in the law; and

WHEREAS:

This law is still a part of the current day to day operations of the various state employment service agencies and, along with supporting laws passed since then, still governs the employment and training of our veterans through guidance from USDOL/VETS; and

WHEREAS:

The "Dole Commission" was established to study the veterans employment and training issues; and

WHEREAS:

The recommendations of this Commission could lead to privatization of the LVER/DVOS (Local Veterans Employment Representative/Disabled Veterans Outreach Specialist) programs nationally, along with the State Employment Services; and

WHEREAS:

The adoption of the Dole Commission recommendations does not protect veteran preference and abandons those who served our nation in times of peace and war.

THEREFORE BE IT RESOLVED:

That AFSCME oppose any/all recommendations from the Dole (or any other) Commission that would eliminate or weaken LVER/DVOS functions, or the movement of any of the functions to any other governmental agency and/or the "out-sourcing" of any of these functions; and

BE IT FURTHER RESOLVED:

That AFSCME oppose any/all legislation that would eliminate or weaken LVER/DVOS and/or state employment services functions, or the movement of any of these functions to any other governmental agency and/or the "out-sourcing" of any of these functions; and

BE IT FURTHER RESOLVED:

That AFSCME will strive to protect the LVER/DVOS programs at their current level of funding and also to maintain the state employment services agencies as they currently operate; and

BE IT FINALLY RESOLVED:

That AFSCME oppose any legislation/recommendations/etc. which would have a negative impact on veterans who have in many cases put their life on the line to protect this nation of ours.
