WHEREAS:
The 2006 AFSCME International Convention passed Resolution 23, calling on the International Union and all councils and large, unaffiliated locals to develop strategic plans; and
WHEREAS:
The International Union has trained a team of staff as strategic coaches to facilitate strategic planning; and
WHEREAS:
Seventeen affiliates have submitted written strategic plans and 35 affiliates are engaged in a strategic planning process; and
WHEREAS:
The International Union engaged in a strategic planning process to prioritize its work for 2008, identifying four major goals:
- win the White House, Congress and elections up and down the ballot and build a volunteer army of activists second to none;
- grow our union, expand affiliate organizing and increase collective bargaining rights;
- build the campaign and public support to win national health care reform in 2009; and
- develop a comprehensive federal agenda to maximize the expanded political power we build (in addition to working with affiliates on priority legislative initiatives); and
WHEREAS:
A strategic plan is a key to building affiliate capacity; and
WHEREAS:
Strategic planning is only valuable if affiliates make strategic choices and implement the strategic plans that they develop on a day-to-day basis.
THEREFORE BE IT RESOLVED:
That each council and large, unaffiliated local continue to engage in a strategic planning process and implement their strategic plans; and
BE IT FURTHER RESOLVED:
That the International Union will continue to provide each council and large, unaffiliated local with assistance to facilitate strategic planning work and implementation.
